How do you make music paks?

Question

I'd like to attempt to create a True Stereo BFBB mod using mp3s from the Spongebob Truth or Square soundtrack which contains stereo versions of BFBB's soundtrack but I don't know how to make music paks for this game and in the other question mentioning it no one really explained how you are supposed to do this using Unreal Engine. I love this game so far and I'd like to extend that furtherwith improved music.
