Waterwheel City utilizes assets from Subspace Emissary. There is a frame limit issue on the bone animations. After suffering through Clocktower's nuisance, I'm not gonna bother to figure out what Town and City's frame limit is. The animation for the windmill and wheel will just loop back ever so often. I forgot to credit stages1 for the stage texture asset in the video, but I remembered and I gotchu. This goes over regular Town and City and can be seen in the video. Enjoy.
