arena_baggage_final is ar_baggage from Counter-Strike: Global Offensive ported over to Team Fortress 2. All materials and 90% of the models have been ported over. The skybox, soundscapes and sparks, however, were built using TF2. Because of how enclosed the map is, the capture point (baggage lane switcher) only takes 30 seconds to unlock and 10 seconds to capture with one person. If you choose to disable the Arena logic on your custom server, there are lower-level spawn points that enable late-game for this specific reason.
As far as server requirements go, there aren't really any. You're free to tell me of one if you happen to find it.
