Down Special: Reduced horizontal speed (ground).
Up Tilt: Removed ability to jump cancel.

Dash Attack: Increased BKB from 6.5 > 6.61.
Forward Air: Reduced start up frame from 15 > 12; adjusted hitbox positions.
