One of the problems I have with sniping, is knowing when to shoot to get classes with more than 150 health. I always end up doing 298 damage to a heavy, or 195 to a soldier, etc. etc. and they always end up getting away alive. This charge meter retexture solves that problem. If you wait for the first elongated tick mark to be illuminated, you will do 200+ damage, if you wait for the second elongated mark to be illuminated, you will do 300+ damage.
