So I was looking at the heavy's head and I wanted to make his lost hair be there somewhat.... This will add shaven hair to the top of the heavy's head but I need suggestions on how I can make it look good.

Dude it's fine, just darken the teeth.
In all honesty, i think this looks good now. But if you want detail, maybe give the hair a slight static filter? Not too much though; TF2 is a cartoon-styled game.
I personally think its fine though; blends nicely with the 5 o' clock shadow from before. 10/10 if i could rate this.
