Is it dead?
In a way yes, users did not want to work on concepts assigned to them to make -- without content there is no mod.
As all concept information is still stored/backed-up the project can still be picked back up when regular modellers/mappers are willing to dedicate time to this.
I'm waiting on something to be released before making further announcements.
