Customisation. Not only mods but a HUGE variety of vehicles and at least half of them should be customizable, same with clothing, like 10 clothing shops and all different.
It's NEVER too much customisation!

The first thing I do when steal a car is to listen to V-Rock ot L.C.H.C, depending of the game.
You can always add custom songs-sounds on GTA 4. I wish i can do that when GTA 5 releases.
