You have to rename the file to "Ctwin" And then you have to convert it to a wave (.wav) file. Finally, place it into "Sound/Radio".

Perhaps I should have been more clear in the tutorial; you can only place .mp3 files into the music folder and play then in them in the console, so if you want it to play each round the Cts win, you have to do the above steps.
