Well, moderators and admins have the power to feature items. For example I am modlog admin, and I am able to add features, so is Reaper for example.

Basically, you have to be a mod.

No I don't leave, but since my ISP is sucks I cannot play CS with ping only 30-80ms, now 220-800ms so I can't play CS 1.6 and I upgrade my OS into W7, in W7 cannot play cs 1.6. but CSS can.
