He is a super moderator, not an admin, specify what submission are you talking about (skin, GUI, etc.) to verify if he is a moderator of the section you submitted in.

EDIT: You're talking about a spray from what I can see in the image, Millenia isn't a sprays mod and therefore he can't help you, you should ask Mini, he is a sprays mod.
