Whoa! Thank you so much, man! That was very thorough of you. I've tested it and it checks out. I also found out something: those images I got are actually like semi-transparent. I had to make them opaque so HL Tag will recognize them.
Sadly, as you said, those with finer details are indiscernible. Like this one:

Okay, so I'm using HL Tag Converter, and the images are originally transparent PNGs. The PNGs are all 512x512 px with big margins on all sides so I crop off the margins in Photoshop.
Next, I put a solid background color of blue on it and save it as BMP, HL Tag doesn't support PNGs very well. Blue (0, 0, 255) because it's the only color the tool considers transparent. Anyway--
From there I press 'Adjust Image' and set the image's lower dimension to 64px, which apparently is still too large. But never mind that for now.
And that's it, I just save it as a WAD. Some of the more simple looking graffiti looks okay, great actually if you ask me. It's just those intricate ones I'm having problems. And the upcoming 2nd batch actually has a BUNCH of those... O_O;
