Sory i dont remember if u have to wait for an hour.. but i do remember there is a lot of waiting involved!! so it takes ages to update just before you start SS and i think steam has a huge update when installing and starting up.. just stick with it and youl lget there eventually!!

Hay dude, yeah you need steam first i think.. if i remember correctly http://www.steampowered.com/v/index.php?area=getsteamnow&cc=GB download there for free, and then instal CSS into steam off your cd, should work! then wait for hours for it to update!!! xP
