I think i know now what you do wrong. It give two *.esp files adn if you would that the armor burn too you must use the "PhoenixWithoutArmorflame.esp" file! I hope that repair you problem.

I test it. By me work all. I think you paste any file wrong. Check all files! Try to do the files in another folder or check if some files are in the right folder. (the folder fire must be complete in the texture folder i think)
