Just rate his submission low but provide constructive feedback if you do so. Eventually, he'll get tired of getting his submissions trashed and he'll start working harder, or he'll just stop submitting his stuff.

Good, now you have to post that comment in his submission. However, try to be a bit more respectful, don't be too bluffy because it can discourage him to do better. For instance, instead of saying "this is bullcrap" you can say "this could be better". Keep in mind that good artists were once beginners too. Millenia didn't skin awesome stuff from day one, he practiced and over time, he got better.

Why? State why you think it's a 30 minutes recolor and how the user is supposed to improve it. Your post does not help the author at all - helping the author improve his work is the point of posting. You're not the only person i've rejected revisions from, i'm not trying to annoy you or anything, i'm tying to make you understand the importance of constructive feedback. And your posts are rarely very constructive.
