!!!FIXED!!!
I edited the .vmt and .vtf files to mirror your SAS Woodland DPM skin.
Specifically, enabled Trilinear, Anisotropic, Normal Map and No Level Of Detail in VTFEdit. After saving it and using the modified skin the problem went away.
I also changed the .vmt file to extactly what was in the .vmt file for the Woodland DPM skin.
I've noticed this playing on Direct X leve 8.1 and 7. My norm is 9 though and it looks normal at 9, for me at least. What DX level you play on so I can look into it?
