You can either do both, you can post it and wait a time so any of the staff can see it (may take 1 month, so I don't recommend this way, unless you do it in maps) or simply report it and ask for the EF status.

Nobody ever gets EF's for posting tutorials.. EF's can be made by posting a good feedback.

Nope, i cannot model/texture, but i've used to make sounds in the past (check my last 2 subs), but since i've realized i am not that good in sounding, i've just retired.
