1. Wrong section. One of them was in CS:S section, while it's actually CS 1.6/CSCZ skin.
2. Duplication. You submitted it twice and I flagged both of them.
3. Improper credits. You didn't make the entire skin by yourself. You just took someone's skin, reskin it, and then submit it here, without giving credits to the original author.
4. Lack of decent screenshots. There are only 2 same screenshots.

And the one who trashed them, is actually a moderator. Who also was the original author for the texture of that skin. And you ruined his texture without even credited him for the texture.
