    Well I use a program called GCF Edit to open the Game Cache Files and I use another one called VTFEdit to convert the texture files into something editable like jpg and edit it. Then I convert the finished project back into VTF files using VTFEdit. Same goes for GUIs, but I only know about the older Orange Box Source Engine, It's different for other games.
