Moderators generally trash unhelpful comments, they unfortunately also remove all sense of accountability under the blanket statement "cleanup" in this way as well. However it is also the submitter's responsibility to make sure their submission is desired among the community. Take for example the wave of gold skins that flooded the feed a few months ago. The desire for those skins were minimal at best, even the submitters had no desire to use them. This lead to a mess of low scores. There are more factors that go into a well received submission than people ever consider, but they are quick to complain about it.

Nothing is wrong with either the blocker or rating remover. However the case I am referring to was a member blocking people exclusively because of a poor rating and removing the rating in a misguided effort to bump up his score. This is in spite of receiving helpful and valid advice. It's incredibly poor form and a blatant abuse of the website's rating mechanic.
