Suggestion: Lock Flags Convo unless there is an Active Flag

Similar to how you cannot post on the unwithhold page unless the submission is withheld, the flag page should be locked down until there is an active flag and then comments can be added. Once the flag is removed it's back to locked.

This should help prevent some unnecessary eventlog/email spam for the submitter from folks abusing that page for their own amusement.
