Un-withholding sends submission back to top of "newest" section. No reason they should be further punished by not getting any attention for their submission like everyone else.

Once this happened to me and my submission didn't get the attention it really needed.
No. I think it's their own fault for not submitting properly.
Sure, sometimes it can just be a misunderstanding or a minor issue, but still.
That's just my opinion anyway.
