Yes, it's possible. You just need the server files from steampowered.com

Thanks SGT! Ok, where do I upload this hlds file to, and how do I execute it through an ftp program like flashfxp? I need some kind of GUI so I can change settings and all that, do I not?

Just install it. To run it, you need to use Command Prompt. I recommend this website to learn how to set it up.

Follow the tutorial that was on the website SGT gave, I have used it and it works fine. Assuming your uploading to a windows server that is.

I got Linux but the TUT doesn't tell you how to execute files from an ftp software.

Unless you actually have a server, you can't do this.
