Ok so recently, i had re-install windows xp 64bit SP2 into windows xp 32bit SP3(the normal windows xp)

i have installed all necessary drivers and installed steam and css

after that, i had put all of the custom skins i had on 64bit into my css directory.

i try them in game just to make sure. then all of a sudden, i get these fucking weird shaped normal map errors on the hands and guns that used normal maps. like this

the most confusing part is that in game, when i look down, the normals work fine, when i look up like into the sky, that's when i get these retarded looking shadowed lines

so anybody care to help me out?
